This trade bulletin supersedes Dallas/Fort Worth Trade Bulletin 05-29,
dated July 1, 2005. All copies or the TB 05-29 are to be destroyed.
PURPOSE: To provide instructions for the centralized approval of
Landing Rights and Advance Notification of Arrival for indicated
airports in the Port of Dallas Service Area.

The Code of Federal Regulations may be found at most Port Offices and
should be available in public libraries. A copy may be ordered through
the government printing office. The Customs Guide for Private Flyers
may be found on WWW.cbp.gov, or }/OU may contact the DFW Landing Rights
office for a copy that has a thorough discussion of Customs and Border
Protection (CBP) and International flying requirements.
PERMISSION TO LAND {OBTAINING LANDING RIGHTS}
Permission to land must be accomplished prior to each arrival of
private/corporate size aircraft. The point of contact for each of the
above listed airports will be the DFW Port Landing Rights office.
Permission to land at any of the above listed airports will be granted
solely through the DFW Port Landing Rights Office.
Establish contact for all the above listed airports by calling the DFW’
Landing Rights office (Attachment 1) a MINIMUM of 48 hours prior to
each anticipated arrival [Emergency situations excepted. 19 CFR
122.33{b), 19 CFR 122.35}.
Air Ambulances may request a waiver. 19 CFR 122.25{3). but should
establish contact with this office at the first indication that one of
the above arrival points will be utilized.
Provide the Officer on duty with the name of the Company in control of
the aircraft. Tail Number, Serial Number, Type of Aircraft and Paint
Scheme Colors of the aircraft. In addition, submit a manifest of all
persons that will be on board the aircraft for the anticipated arrival.
Give the airport of arrival, airport of departure, date of arrival and
ETA.
The Officer on duty will review the submitted information and issue a
unique Landing Rights authorization number. The Landing Rights
authorization number will be used by the applying Company when giving
Advance Notice of Arrival, to prove they have been granted Landing
Rights.
NOTE: Landing Rights numbers may not be issued immediately, dependent
on information submitted, work load and other extraneous factors. The
Supervisor on duty will contact the applying Company as soon as
possible if there must be a delay.
ADVANCE NOTICE OF ARRIVAL
The Advance Notice of Arrival confirms. by telephone or radio phone,
the aircraft will keep the appointment requested by application for
Landing Rights. The Advance Notice of Arrival must be given to an
officer, do not leave a voice message. At each of the above referenced
airports, the Advance Notice of Arrival must be submitted a MINIMUM of
two (2) hours prior to arrival. The requestor will supply the Landing
Rights authorization number to authenticate the Landing Rights have
been granted.
The OFW Landing Rights office is the sale assigning authority for each of the above referenced airports.
The aircraft Captain should submit the Advance Notice with sufficient
Lime for the Super-visor at DF\N to contact the CBP Officer with the
assignment
EXEMPTION FROM SPECIAL LANDING REQUIREMENTS (OVERFLIGHT REQUESTS)
Aircraft anticipating a return from south of the United States are
subject to special reporting requirements. All aircraft must stop at me
nearest designated airport to the border or coastline crossing point
(Attachment 2) for Customs (CBP) clearance to re-enter the U.S.
An exemption to this requirement is available. For the above referenced
Ports, contact the DFW Landing Rights/Overflight Coordinator (Attachment 1) for informa tional procedures.
An Overflight exemption does not supersede requests for Landing R1ghts
and giving Advance Notice of Arrival. If an aircraft holds an
exemption, it must still request Landing Rights and then give Advance
Notice of Arrival.
